Tidus, the blond cutie from Zanarkand...he and Rikku are good friends. Since he doesn't know what an Al Bhed is, he couldn't care less, and that really sets the ground for his and Rikku's friendship.
Rikku is the first person he meets after landing in Spira, and she feeds him and tells him stuff about the world. Longer into their journey, Tidus is defending Rikku from Wakka and is the first non-Al Bhed to call her a friend. Together they try to think of a way to defeat Sin without Yuna dying. These two keep up the group's spirits and often tease each other like siblings ('Jealous?' 'No way!').

romantically:
Most people don't see any reason for these two to be together, mostly just bewildered about the consequences of two hyper blonds eloping. I personally like this couple. Of course, it might have something to do with Rikku and Tidus being on the top of my fave-character list, and that I don't particularly like Yuna...
From my point of view, the fact that Rikku and Tidus are both hyper (mostly only to the outside, though) makes them a cute couple. Think of a relationship with laughter and jokes and....stuff! But since Yuna and Tidus belong together (I mean, the whole story of X-2 revolved around Yuna finding Tidus again), and I have my Rikku x Gippal pairing to support (not to mention Dr. Love doesn't believe in Tikku), I've given up.

In the game Tidus might have had a small crush on Rikku, as shown from his dream in the very beginning, with Rikku and Yuna fighting for his attention, but being close to Yuna cools the feelings very soon. Rikku likes Tidus as a friend, although it isn't shown clearly are her teasings friendly or non. ^^
