In Disc 1, Cloud and Aerith, on their way to Tifa's 7th Heaven, make a short stop at the park in Sector 6, during which they see Tifa being taken to the Wall Market by some unknown people. Assuming she's been kidnapped, they go on a mission to rescue her. As soon as they enter the Wall Market, they learn that Tifa is the "newest girl at the Honeybee Inn", meaning she's most likely at Don Corneo's mansion at the moment, Don Corneo being the local "mafia ruler". Apparently, the Don had been looking for a bride for a while already, and, because of this, three girls would line up in front of him every night so he could pick one and "test" her (errr... yeah). What Cloud and Aerith did not know was that Tifa, as a member of AVALANCHE, had willingly become one of these girls, hoping to get important information about the future of Sector 7 from the Don during their time alone.

Once Cloud and Aerith reach the mansion, they realize that only women are allowed in: and this is when Aerith comes up with her famous twisted plan of dressing Cloud as a girl. Now, before you mindlessly rush things in order to get inside, be aware that, depending on the combination of feminine items you get for Cloud, a different girl (out of himself, Tifa and Aerith) will be chosen by the Don, leading to different conversations. Tifa, being the one who came up with the plan in the first place, is the default choice, so there are over two hundred possible combinations for Corneo to choose her. Here, I will try to cover the easiest and fastest to get.

After listening to Aerith's plan to get inside, go to the Boutique and tell the girl you'll talk to her dad, who you will find at the Bar. Talk to him, and when he asks you what kind of dress you want, tell him anything, for it won't matter what kind of dress you get. Head back to the Boutique, and a Cotton, Satin or Silk Dress will be ready for you (yeah, they're fast). Now, all that's left is the wig; go to the gym, participate in the squat competition and get any result (win, tie or lose): it doesn't make a difference whether you get a normal, Dyed or Blonde Wig, either. Return to the Boutique, try everything on, make sure you get no additional items like colognes, tiaras or underwear (this is extremely important), head to the Don's mansion, and this time Cloud's newly gained feminine charm will get you inside.

This shouldn't be hard, since Tifa is the default choice; however, this side-quest will not affect the plot too strongly in any way, so, if you wish to get a different result (I'm assuming you'd like Cloud to be chosen), you can always check GameFAQs for a walkthrough.
