Right after your first mission with AVALANCHE, you'll find yourself heading to 7th Heaven, Tifa's bar in the Sector 7 slums, which also works as the anti-ShinRa faction's headquarters and hideout. This is where you first meet her; she convinces Cloud to stay, and then informs him that she will be joining the party for the second mission, which consists of destroying the No. 5 Reactor. From then on, she'll be a permanent playable character you'll have to learn how to use best, strongest and weakest points included.

Her initial equipment will consist of the Leather Glove (more information on her weapons here) and a Bronze Bangle (0 slots, 0 linked) as armor. At this point, the only commands available for her will be Attack and Item.

Tifa's initial battle stats are as follows:

Subjective factors (how often you use her, the weapons and armor you equip her with, etc.) aside, Tifa will always be one of the physically strongest fighters in your party (even at this early point, her Dexterity and Attack% stats will be the highest). Unfortunately, the fact that she must get in close to hit the enemy makes long range attacks impossible: still, I recommend using her as part of your main party at all times, always as a frontline fighter (her magic stats are much lower than the rest). The results are quite satisfying.
